On May 10, 2004, a group of representatives from all levels of government, various private businesses and other stakeholders came together to discuss major redevelopment projects that would spark downtown renewal and contribute to the future growth of downtown’s economic vitality. This group was called the Downtown Office & Government Sector Action Committee. They examined and - if feasible - implemented eight (8) projects over a two-year period. This initiative contributed to a significant impact on downtown revitalization efforts with downtown development reaching a record ten-year high in 2005. The value of construction in downtown, based on building permits issued by the City of Regina, totaled $47.7 million, a 250% increase from the annual average of the past ten years. Approximately $17 million, or more than 1/3 of the development in 2005 was directly related to the action committee’s efforts.

Strategic Plan –
In January 2006, the Regina Downtown Business Improvement District released its new three-year strategic plan. The Strategic Plan lays out specific activities to enhance the pedestrian environment, encourage a balanced mix of housing and commercial activity; strengthen efforts to support business development; continue work on image and awareness; and build the BID organization as a high performing and great place to work.

In mid-May 2007, the Regina Downtown Business Improvement District conducted a pedestrian count survey to determine pedestrian flows along various streets throughout downtown. The information collected is vital to downtown revitalization efforts and will help us in our work to retain and recruit businesses, and it will also be used to determine future streetscape improvements for downtown.
